The BBD100-2 version of the Motion is listed as a 'NA Open Market Device' at BB Mobile's Canadian site so I contacted them and asked as to when they plan to sell outside of the carriers they're currently selling through. The response I got was that they're not planning on selling the device open market after-all!

As I can't convince any of the current carriers to sell me a motion off account I'm wondering if I'll ever own a Motion at all, or even another BlackBerry device if this proves to be a historical precedent.

I got mine from ebay, it's the 100-1 variant and works great. LTE, 4g on t mo in the US. Only thing not working is wifi calling which is a non issue

Well no, you also don't have VoLTE, which is NOT a non-issue for a lot of people -- myself included. And no US warranty either.
