    They've already removed all paid apps, or the developer made them free. BlackBerry World and BB10 are winding down towards the already announced EOL. Besides, BlackBerry doesn't add Android apps to the store. Developers do, and there's no reason to put effort forward.

    With the Browser on your Leap just go to an android app store such as https://www.apkmirror.com/ or https://f-droid.org/ and download an app. Remember, due to the ancient android runtime in your Leap, many of these apps will not work.

    They would need permission from the android app developers. BlackBerry couldn't just stick any ol' app they wanted. They would be sued for illegal distribution of copyrighted material.

    BlackBerry already had a bunch of ported android apps in BBW, the ones that developers wanted in BBW. They were just not the popular ones.
