I still don't understand how can carriers affect the updating process when we consider unlocked phones. Maybe it is mainly a regional issue and BBMobile has the key (an responsibility) to push each update.

It's regional. It's similar with Huawei unlocked. Carriers only control FW updates for carrier branded phones.
