    It's a user option. You can set it however you wish. Keep in mind, some apps have the ability to override the option. To change the setting, swipe from the top of your device to bring down the notification shade, then look for and tap on 'Auto-rotate'. Enable and disable as you see fit.

    Pull down twice (or swipe down with two fingers). You might just be seeing the first 6 icons. There's also a few more if you swipe to the left
