I also use Textra and can't complain about it. I have also tried Chomp and Pulse (they both were pretty good), but I just got used to Textra.
I saw that message too. I think it only involves devices that had Messages installed with Texta, since the resolution included going to Messages in the Play Store, and clicking "enable". Since it wasn't even installed on my phone (the only option I saw was "Install"), I left it alone. I wasn't having any problems anyway.
