Probably DTEK50 specs, not DTEK60. But will be more expensive than DTEK50.

By decent I mainly meant people will be able to buy it all parts of the world where BlackBerry sells phones

Then you're out of luck. Any licenced device will be available in the licensees region - only.

Chen says he "probably won't" distribute any licenced phone more widely. I think you should interpret the "probably won't" in the same way as parents use the term with their kids... it means "never".
