Don't know yet about notification bug yet, but the background killer appears to be fixed - Weather Channel ongoing notification working when I closed the app, and I tested radio and Poweramp keep playing in the background after I close the app.

Well, this supports my theory of the update running East to west so far...success in Florida, New Jersey, now Virginia. Seems to be running quickly. Hoping will hit Midwest and Chicago in the next hour or so. Will report back.
