1) Installing apps outside of the Google Play Store is seen as a poor security practice, and is disabled by default. Quick Shortcut Maker is available on the Google Play Store.
2) You can enable apps from unknown sources to be installed by going to: Settings > Searching "Unknown" > and enabling Install from Unknown Sources. Typically, if you try to install an app you've downloaded outside of the Google Play Store, it will alert you that the app is from an unknown source and that you'll need to enable that option with a link that takes you directly to that setting.
