Are these LTE or WiFi speeds? On Rogers Wireless LTE I bare get close to 2Mbps download.

This is AT&T LTE speed.
What APN settings are you using? I'm on ATT LTE and get about 15-20 down and .10 up, in Dallas.
All depends on your location and towers.
I'm seeing APN "ATT Nextgenphone (nxtgenphone)" enabled.
This wasn't the speed I was getting using the SIM card from AT&T BB Classic. I picked up a new SIM from AT&T and had them reprovision the KEYone.

I believe you're correct. The tower and speedtest server are nearby.
Testmy.net claims to give more accurate results.
A T-Mobile tower is on the same block as home. Replaced my home internet with an unlimited LTE hotspot upgrade. Pretty amazing.
