Yes correct from CPW. But that sounds like quite the battle with CPW. Hopefully it works. But he does have option B to get a new device asap within one year from BlackBerry Mobile.
Which is the same policy that Apple has without buying Apple Care Plus.
Actually they have a 14 day policy for returns and one year for defective phones like this KEYone.

Unless the black edging around the outside of the frame is the glue, there isn't any sign of anything sticky at all.
