There is a Desktop Backup Password in Dev Options. Assuming this means backing up to a computer, how do we perform this backup using this password option?

Through ADB commands. You need the Android dev tools and then you can backup your whole device. adb backup -all Old guide but largely still applicable - https://www.technipages.com/how-to-b...android-device
