    I did some further research into the necessity of having the data lines live on the USB chip to enable something like QuickCharge 3.0. It turns out that QC3 only signals voltage using ground and D+. D- is not used at all, and power is coming out using ground and power. So with three pins connected (ground, power, D+) and one pin disconnected (D-) it would be impossible to breach the usb port while still allowing for the voltage control of QC3. The question is: can this be done in the USB chip itself via software, or would it require a future hardware design to add some sort of relay to physically disconnect D- when locked?
