For example, say I'm viewing an offsite business webcam in a browser. Then I minimize the browser and take care of some emails for 20 minutes.

Does the KEYone continue to use data i.e. stream that webcam footage while the app is not in direct use but still 'parked' in the background?

Nope. Android doesn't work like that

In desktop mode the stream will continue if you set it to do so, but the best thing would be to have a dedicated app for what you want to stream.

Ok, so its sounds like the only large data usage tasks that android will continue do in the background are downloads and updates. This sound accurate?

It depends on the browser, some browsers (like Firefox) can stream content in the background.

Yes, but that can also be customised to only download automatically while on Wi Fi or only download manually. Android is highly customisable.

As can Chrome, although some websites require you to use the desktop mode (which is within Chrome's settings).

Agreed! When you pop over to another screen your multimedia will halt but depending on the site it may continue. I can do this with the Iheart radio app. I can exit out of it and go to another screen and the radio broadcast continues.

Good point, music and map apps streaming continues sucking data in the background it would seem.

Youtube app stops when it is in the background. Maybe in a web browser videos keep playing?

It will keep playing if you use YouTube in desktop mode in Chrome and use the controls from the notification bar. I'd advise you to spring for YouTube Red, though, if it's available in your country. Then you also get a free subscription to Google Play Music.

Pretty much any streaming app that isn't in the Chrome browser will use background data. Weather apps, messaging apps, and pretty much any other app you'd expect to run in the background will use background data.
