Yes that is the TCL Gallery App that is on used on the Chinese versions of the Keyone. It's been around and available on APK download sites since last winter but has been taken down on at least APKMIRROR due to copyright issues. There are also a couple of other apps that are on the Chinese variant and can be downloaded as APKs such as Weather and Sound Recorder.
