Old rules apply.. if it seems too good to be true, it probably is. Plus, 93% feedback. I don't trust anything below 98%. That allows for basic screwups and just bad customers.
I disagree. It says 31 sold and I don't see negative feedback related to new phone sales, only used ones. I'd say buy it and if you don't receive it or it's not new you can file a claim.
Add the Square Trade warranty for $36 bucks...
Ebay has gotten pretty good at making things right.

It’s normal to see overstocked items. Keyone 64gb version is like $399 from b&h and a lots ebay sellers are selling keyone overstockb for cheap.
I saw that a couple days ago but have been reluctant, as well. I noticed in the item specifics that it is listed as a GSM version. Maybe just a cut & paste error or maybe they have listed it incorrectly? I have sent them a question to confirm. I'm don't know that the current reviews would reflect these sale because I don't think it hasn't been listed long enough for purchasers to actually start receiving them.

Hostess, you're nuts. On eBay 93% feedback is dismal. I can't remember ever seeing anyone that low that wasn't an obvious scam. As Bla1ze said, if you're below 98% something is wrong. eBay actively discourages negative feedback. You absolutely earn it when you get it, with few exceptions.

In my country, people find a way to unlock Sprint Key1 and sold it for ~130usd. And it never out of stock.
I buy on eBay all the time, rarely have issues.
I also used to sell on eBay. 93% for someone selling primarily used cell phones with less than 1000 feedback is about what I'd expect. Used cell phone market is full of fraud on the buyers' part, they'll claim it isn't as described to get a partial refund or threaten negative feedback.
I would be very wary, in addition to the feedback percentage, but also the description states the PRD as "PRD-63116-001" which is NOT a VZW CDMA device -the PRD is listed as a BBB100-1 (VZW is BBB100-3) - see BBMO link below:

It's been 2 weeks, and I'm dying to know. Did you get a VZW keyone? Is it in good shape? What is the build date?
I ordered one on Monday when my iphone 6 died. Yes it's a gamble, but it was worth a try while I wait for my replacement iphone battery. The Keyone is expected to arrive in today's mail, I'll update this thread when I know how everything turns out.
Quick update: The phone arrived exactly as described, it is a Verizon -003 device. The box is a little mangled where it was previously opened, if there was taping holding it closed, that has torn the outer layer of black on the box (who cares?). Otherwise, the phone looks brand new from the factory, no signs of water damage or any use ever. It even has 47% battery remaining. All accessories and paperwork are included, again, they look brand new!
I am in the process of assigning the phone to my account, so I cannot say if it functions as it should, but I have no reason to doubt this device. I'm not sure if I can disclose the price payed, but I placed a lower price offer which was accepted.
My only issue: Shipping estimated that I would receive the device by Saturday from Georgia. The shipping label was created same day, but the device did not move for 2 days until I contacted the seller to ask for an update. As you can see, it actually arrived 1 day earlier than expected.
Okay, we have to know what that price was!
Also, much more importantly: what is the build date? That's going to be a deal breaker for me, and probably others.

Assuming this does not violate any forum rules: I paid $200, after they automatically rejected my first offer of $185. It could be worth trying offers between the two, you will have a few chances.
The build date in the menu read 9/1/2017. I am really surprised by this gamble going so well.
I have been on the phone all day playing and configuring, the battery has gone from 48 to 20 , and who knows how long since it actually sat on the charger. Me likey!
Hmmm. Appears top have been "relisted" and I don't see an option to make an offer. Bummer.
They're still the lowest price for what appears to be a brand new in an open box device. Hopefully all of the devices they have in stock match the quality, build date, etc of the one I received.
