I should note that I'm using beta version of messages app.

now that I have RCS, and messages allows sync across multiple devices, this is as close to imessage as I can get on Android.

I used to use and advocate for Pulse, but I'm now super happy with Android Messages.

I think it's Google that's doing controlled roll out (CRO).

If I have it, it's not AT&T that's blocking it.

I had the same message... until I didn't. My other android device has the same "your carrier..." message.

Maybe cause you are using a Beta version of the message app.
