While adding an SD card, I noticed a small 'card'/tab partly sticking out. I pulled it out partially, but it can't be completely removed or maybe it's just stuck. I didn't want to risk pulling too hard.

Am I supposed to remove this?
I've just pushed it back in and it lies above the SIM tray.

The card has model #, PRD and imei.

Up to you really. It's supposed to be there as you can see it provides a quick way to view info about your device without it being powered on.

Rather than poke and prod my KeyOne out of its case and then back in - is this a standard feature on KeyOnes? Is there this "tag" or pullout in all of our KeyOnes?

No, it's usually found on foreign or imported devices because the laws there are different and they require the information to otherwise be viewable outside of the digital displaying of the label when powered on. And as noted in the pic, Jope28 has a BB100-7 which shows it's from EU/India.
