Yes, you can force the global radio to install. But one would have to test it in each and every region outside of North America to make sure that it does not cause issues (with the KEYᵒⁿᵉ, oddly enough, the "global" radio is the one used in North America on GSM carriers).

Some people have had issues being able to go back to a prior version without having to perform a full wipe.

This is why I did not post it.
