    In Power Center, you can set the frame rate for a specific app. If that app tends to lag a lot is it better to set its frame rate at 30 or 60? I've noticed 60 seems to be smoother but does that smoothness means it will crash less...

    It's better to not set it at anything and let it run naturally lol. Apps all run at a variable FPS rate based on app demand. The standard app FPS on Android however is to push 60FPS. Long story short, there is no 'best', just whatever works per app.
