I've noticed a problem on both my Key2 and family's KeyOne.

When our home internet goes down, and there is no internet feed,, but still a local wifi network, it does not switch to network data. So I have network access, but no internet. I have to turn off wifi, to get it to network data.

On my BB10, if there was no internet, it would just seamlessly go to network data.

Why is this android not finding the internet feed on its own?
Is there anything I can do to bypass local network with no internet automatically? Or do I have to turn off wifi when i know service went down?

There is an option in Wifi settings to 'Allow use of mobile data when wifi is connected'.

This kind of thing is done intentionally so that people don't burn through their (limited) mobile data while thinking they're on WiFi.
