It works when it wants to. It's a Twitter app thing. One update it works, next update it won't. Wash, rinse and repeat. Your best option is to find a version it works on and don't update it if you're that concerned about it.
Also, the Twitter app has some hidden shortcuts of its own. I'm yet to discover them all, but there's N to compose a tweet, for example (also works with Ctrl + N).

Found another one: Ctrl + Enter sends a tweet. (although not a very comfortable shortcut on the KEY2 until we get the option to move the Ctrl key to the left, but it works nonetheless)
The T and B currently works on latest Instagram I believe
