    Android is Android. The app doesn't know what phone you have.

    Some apps or app updates are not always available to all Android phones though. Look at Lens for example.

    Google tends to roll apps and updates via region.

    There are some rare exceptions with respect to specific devices, yes.

    And FB does their own thing. You can have 5 devices and each may have a different layout based on your usage / accounts associate. For that matter clicking on an ad on one and not the other could change the layout on that one device.
