The only way it would work for me was to buy it as a gift for an American friend and ship it to his house in Washington state. Lucky for me he and I were meeting the next week in Vancouver BC and he just brought it up to me. He was originally just going to mail it up. Good Luck!

Best Buy USA doesn't ship directly to Canada? That's surprising

That given, it should work fine on Rogers. Although not sure if Rogers will allow VoLTE and wi-fi calling on phones they don't sell.
Rogers tried to set up the phone on LTE but the software does not currently allow it. I emailed directly with someone from the president of Roger's office. They made an attempt based on my IMEI etc. but no luck.

If you're referring to the enhanced services (Wi-Fi Calling & VoLTE), I believe you need a Rogers Key2 to access those services, check out the below post/thread:
I myself am with Telus and I've had no luck accessing their enhanced services on my BBF100-6 Key2 although i understand from this forum others with non-Telus phones have been successful.
Looks like Best Buy and some other retailers have begun their seasonal price raises leading up to Black Friday. While $525 was nice, I don't think we'll see that again until the end of November.
