The Big Picture
The last 2 flag ship phones had OIS (optical image stabilisation) the passport and the priv.
Looking at specs online, there no indication that either the alcatel 4S or 4 pro includes OIS on their 16 or 21 mpx cameras.
OIS makes a lot of difference to me especially in low light and I don't think I would go back to a non OIS camera smartphone.
Can only shed a bit more light? SMVC maybe you can give us a hint? ;-)

The DTEK devices have what's called "multi-frame low light enhancement".
