That sounds like the calibration is hosed; run it until the phone shuts off on its own, then charge it turned off until it's full. That should reset the charging system's internal calibration. If it does it again (and the reboot isn't something that required an hour or more to do something like install an update and process all the apps) then it sounds like the battery is compromised.
