I tried download a part of a tv show, and I noticed that the download speed was less than 10 kb/s. I would get download speeds of 70kb/s. I cleared the cache and the downloads are still below 10kb/s. Can someone help me out.

Do you get a good service signal in that particular area? Try downloading it where you can get a full signal.
