If the attachment has 200kb or more, do phone companies count that?
My phone company said yes. (Rogers, Canada) Eventhough I didn't open or send the attachment itself on purpose. I just replied as any regulay email.

LOL you live in Canada, high data charges are a standard of life...but to answer your question if you are forwarding an email with an attachment, then your still transferring the data, no way to avoid that other then removing the attachment then sending it out.
