My best guess is that it means provisioning is not active. Would you care to elaborate on why you are asking this and where you are getting this message?
How do I make provisioning active? Could I do this through the "switch device" option on bis?
The reason I ask is because I have tried switching devices and I get a pin is deactivated message. I contacted rim who told me my pin is released but my provision is deactivated????
Provisioning, as far as I know (on AT&T), is how your provider grants you services. For example, in order for your BlackBerry data service to work, the provisioning flag for it must be set to "Yes" on your account. Call your provider.

The problem is that my blackberry service already works with my 8300. I'm trying to switch to the 8310 snd it won't allow me. Are there different provisions for different bb models?

No. There is a PIN number and depending on the type of network your carrier is GSM/CDMA, a SIM card or ESN nuimber atached to every device that must be updated with your carrier if you change devices.

Unfortunately, you'll have to keep calling back until you get someone competent. Keep pushing to escalate to Tier II, Tier III, ask for a supervisor, etc...

Just to follow up... Did they say the SIM card or OS is locked? If they said the SIM is locked, you can use a third party such as gsmphonesource to get the SIM unlocked.
It turns out that Rogers somehow reported my att branded bb stolen. As a result, rim had suspended my device. After many calls, 4 months of my time, and some help from my current provider, I was able to have them release it.
I hate Rogers. I hope they go bankrupt. I hope Ted Rogers looses his left nut and a passing car runs over it. They had no right to report a phone that didn't belong to them stolen (for no reason). After being a customer with them for 13 years, they did not want to talk to me because I was no longer their customer. In the mean time my 8310 was useless because of them.
If you're with rogers, use 2 cups and a string before you use them. No loyalty, no assistance, no respect. Screw them all.

Give me an option, I need a service that will give me a Canadian phone number and thew ability to hope on a plane and use my phone when I land. Bell and Telius will try to sell me the world blackberry, a) I don't like it, b) they are just as bad.
Unfortunately there are not many options for gsm in Canada. Fido used to be an option until rogers bought them. For travellers there are really no pay as you go plans. They thrive in canada on charging high, keeping competitors prices relatively the same so your options are limited. Sorry! Both telus and bell are tdma. Good luch with that
