1. You need to go to this website ,
https://www.blackberry.com/Downloads...DmpLISc49HJg** select Curve 8330 and download the 4.3 package.
2. Load up blackberry desktop software and proceed as if you will downgrade your device to 4.3. When you get to the part where it lists all the software, modules and addons check the details for semitic languages. It should list modules and dependencies, a total of three files.
3. Locate those files found: \program files\common files\research in motion\shared\4.3\java . Copy them to a temporary folder.
4. Reinstall Device software upgrade 4.5. Copy those files from the temoporary folder to \program files\common files\research in motion\shared\4.5\java
5. Run Blackberry Desktop software and proceed as if you will upgrade to 4.5. It'll will tell you that no upgrade is needed. Click on "options" button to add modules/apps. You should then see Semitic languages there.
It's a little complicated and I couldn't find another way, but hopefully it works for you. Let me know if you need more clarification.
