I can't scroll down so there for I am unable to do a lot of things such as Turning off the WiFi which is killing my battery.

Is there any application that I can download to use on the PC to turn off the WiFi and other features?

You can try connecting via apploader or loader.exe. I don't know if you have to install/delete files, but I notice the phone's radio signals would all turn off before the process. As for an app specifically for your inquiry, I do not believe one exists.
