    Is is possible to install software the that's not realsed by my country or my carrier, I'm in South afiica and on Vodacom but the latest version is 7.1.0.907 but in the sticky thread's in my foram there is a newer one, should I download it or should I wait for my carrier and country to realse it?

    No reason you can't update to newer software as you see fit. There are plenty of guides available to help you get it done.
