when I go on to the browser, I get a notice that says the radio on the device is turned off. As a result the browser can not retrieve any web pages. How to fix the problem?

Assuming you have a data plan, find the manage connection icon and put a check in the mobile network box
or
check the level of your battery. At a certain level (15%?) it will turn the radio off to conserve power
