You should not have to set that up, make sure your carrier supports it.

my carrier support MMS .. Even when im installing Opera mini it gives me error at the end of the installation "connection faild" i tried both 3.0 and 4.0 .. any one knows how to solve it?

Not sure about your carrier but you might need to set your apn setings.

Wifi will not work with opera mini so I was just making sure that you were trying data as well.

Look in options> advanced options> is there a tcp or apn setting.

if found tcp when i clicked on it the user and pass and apn are all blank.

i did receive MMS but it cant be downloaded?!

Yeah you just need to get the APN info from a customer service rep from your provider. Once you get that straightened out you'll be fine.
