You don't want to make a habit of deep discharging your battery.
You will reduce the amount that it charges and pretty cause it
    an early death.

The standard recommendation for Li-Ion batteries is to top them
of as much as possible and fully discharge once every 30 charges.

There is an app, that I can't recall, which effectuates fast
discharge. If I can remember it I will post a link.

Wait a minute, are you attempting to re-set a charging cycle, or discharge them for recycling? The wording is slightly confusing, and want to make sure the right question is answered.

    Thanks for clarifying!

Berger, I just reread that and your question is dead on. I didn't catch
    that the first time

I think the OP does mean resetting the charging cycle, since I wouldn't think it would be necessary to discharge the battery before recycling it. I think the hyphen in re-cycle is the key.
