I believe that is where it stores the little thumbnails you see of your pictures so it displays them faster. If you delete it, and go to your pictures, you will see that it will recreate those thumbnails.
Also, you may need to delete this file if you change MicroSD cards. I backed up my SD card with ntbackup before I switched it, and then restored it and had to delete this file for the BlackBerry to recognize the files.
