this normally means that your NL client is trying to reach internet over a non existing APN or a bad connection
check your NotifyLink client and see what is using as NETWORK
by default it will be setup to use BIS (or RIM)
if you do not have a RIM contract change this settings to other WAP or APN
if you do not find your APN on the list of WAP and APN of your Blackberry
well...then
option>advanced options> TCP
and...add the APN for your phone provider
from there...
set NL client to use TCP as Network
