Is there a setting or theme that would "learn" what my most used apps are and place those ones in the available slots on the home screen when all the other icons are away?

It does and there isn't. Depending on the theme you are using you can move the most
used to the top row and they will show on your homescreen

Would be a cool feature but unfortunately your stuck doing it manually.
