The browser should have come up when the phone saw the network. Once you see UpperCase GPRS or EDGE it means that the phone has successfully logged in to the network. This should have triggered the browser. lowercase gprs or edge means that the phone can 'see' the network but has not/cannot login.
This may be a servicebook resend and/or a call to AT&T.
I'm not sure I'm the best person to ask.
But it's like a Browser that has it's own homepage.
It has a bunch of different websites listed on there.
My phone came with MediaNet and a regular Browser.
Ahhh...I put the missing Apps on my phone.
Now the Browser is there, and working.

It just happened. If you had many applications running then the chances are increased. If there was less running on the phone then I'd guess the chances were less.
