No.
Make sure your lens is clean. i use canned air.
Try a soft reset as well. If that does not clear it up do a battery pull.
How long have you have your phone? How long has this been happening?

How do you do a soft reset?
And no I dint have the lines. But it does take about 8 seconds for my BB to save the pic n return to camera. Why does that happen?
Also, I upgraded to 4.5..89 and my thumbbail gallery flashes when I press n for next or p for previous.

Soft Reset for Curve:
Press and hold ALT
Press and hold Right Shift (aA) and DEL
Then let go of all three.
Regarding your camera saving issues: are you low on memory?

I have only had it for a month and I love it. I pulled the battery today and the lens is clean. At first I thought it was from low light but I went outside and the result was the same.

It may be a defect then. You should be able to replace it via warranty. Call you carrier and tell them the issue.
As long as there is no physical damage or liquid damage on the phone you should have no problem getting a replacement.
What carrier do you have?

Make sure Picture Quality is Superfine.
Put White Balance on Auto.
Other than that there aren't any options that would cause what you're describing.
Check those settings and take a pic. If you still see the lines, yes, contact Alltel. They are usually good with replacements!
