Is that a bug? Or how can I setup the phone that I can use the hotspot?

It doesn't necessarily have to be a bug.
Your carrier probably hates uncapped roaming charges. Hotspot can result in higher data usage, so it's not unreasonable that they'd want to block it.
Agreed. I'd recommend the OP check with their carrier and see what their fine print has to say regarding Hotspots... More likely than not, it is their limitations vs a bug.

I get the same message....as was mentioned before I think it is a restriction by the carrier.

This is stated also by others, I would be interested where then the restriction comes from (carrier vs. BB10 issue). BlackBerry itself clearly points to carriers on their support webpage (which does not explain above fact)

I have noticed that BBs are very "by the book" when it comes to what you can and cannot do. Ironically, where I noticed this was under Hotspot service. My plan does not allow me to hotspot and when my SIM card is in my factory unlocked Q10, I get an upsell message whenever I try to create a hotspot. However, when I put my SIM card in my non-TMO branded GS3, I can hotspot just fine (and no upsell message is shown.) Then, I've also discovered that my data usage on the GS3 somehow doesn't count, while every MB from the Q10 ets logged.
zmsox, I would contact Telenor and ask them what the actual policy is supposed to be. Are you supposed to be able to use hotspot when roaming or not? That's exactly what BB recommends you do: Troubleshooting: Mobile Hotspot mode - How To - BlackBerry Z10 Smartphone - 10.0.0
