10.3.1.1865 (which is the software release for 10.3.1.2708) has been bouncing around Canada for some time now.
Compared to the previous official release (10.3.1.2576, software 10.3.1.1779), it adds some minor fixes.
Unless it's an update on top of an already in-place 10.3.1.2708, in which case it's probably a carrier app, or an exFAT driver update. Depending on size.
