LED notification for charging

Hi everyone,
Just wanted to know if there is an option to enable LED notification for the duration when the phone is charging. It was there on my blackberry curve. I have also read somewhere in the forum that the phone does not charge if it is powered down. Is this true? Thanks in advance.
