Same thing here. Can't charge the classic when it is totaly off. Same thing using the charger from my Torch 9800 or the charger comming with the classic.

I am positively terrified of my battery dying completely and not being able to recharge it! So far I've been able to charge it while off only once! It is quite ridiculous and definitely the bug that needs to be fixed first! How it got by quality control is beyond me.
Well I'm home with this phone now and just really realising how really short the cable is for charging, so I'm basically forced to use the PlayBook charger. Hopefully it won't damage the battery over time if I use it as an overnight charger.
How about using the 700 ma charger instead. Would that be a better optional?
I just plugged my Classic into my computer, got the lightning bolt indicating it was charging. Turned off the phone and the LED started blinking indicating that it was charging.
I received my Classic on December 31st and have been experiencing the same problem of it not charging when switched off. I had been reading through this forum and read one reply that really concerned me and I really hadn't thought about -- "what happens if the battery goes completely dead?" I read through this entire thread and saw several references to the BlackBerry Support Forum so I also read through their thread on "not charging when switched off" and I found this:

This is a software issue that will be addressed in an upcoming update to the BlackBerry 10 software.
Until this update is available, to recharge your device when it has run out of battery life, perform the following:
Connect the charger, that is plugged into an outlet or computer, to the BlackBerry smartphone.
Turn on the BlackBerry smartphone by pressing the Power key for 1-10 seconds, until the LED turns red which will initiate charging.
Once the LED is red, the Power button can be released and the device will begin charging.
When more information is available I'll update this thread. Thanks again for reaching out about this!"

BlackBerry has acknowledged and posted a workaround fix for this issue in the BlackBerry support forums. A permanent fix will probably be forthcoming soon.

Good - because I just got mine and had no idea what was going on with the lack of light, red light once only, showing charging when on only, etc. Was just about to send it back- suppose the OS is just so different to the 9900 that it's part of the learning curve!
If you update to the newest OS - the problem has been fixed.

I got my BlackBerry Classic back in December from Amazon. It did have the issue of not charging when off. I called BlackBerry's tech support and they did tell me it was a software issue and it would be resolved once I was able to update. I am on AT&T and was finally able to update Friday (2/20/15). The update 10.3.1.1581 did resolve the charging issue and I can now charge my phone when off. The LED flashes red when charging and stays lit green when charged.

I received my Classic about a moth ago and didn't have any moment that phone was discharged completely. I received the phone 10.3.0 and did not have this charging problem either when charging with the phone being off.
