It's cobalt blue.

Blue, for sure...
The Blue Classic is almost Periwinkle in color. OP is correct in saying that it isn't a true blue, but it's not purple either. I'd say just a bit on the bluer side of periwinkle. Certainly nowhere close to cobalt blue.

Just look at the keys compared to the rest of the phone (the chin, under the glass). There's a major discrepancy between the two shades there as well. That's partly the light, but then that's exactly what OP said.

I have one and I think he's referring to the back of it, the back of mine has a really soft blue colour that in some light can look a little purpley

Is there separation between keys on the toolbelt on the blue vs. the black model? Is there a difference?

No. There was only a separation in the promo materials. The blue is the same as the black. And I think the blue screwed with my brain's perception of the screen's white balance. (that's why people who do color timing or correction for a living work in rooms painted in neutral tones (e.g. grey or black).
