No. BlackBerry 10 OS is totally different and totally incompatible with any legacy OS 7 or older based phone. Very different hardware.

I m having problems with this BB 9930. I cant put any email account or config id, for exemple, how can i solve this?
It's been almost 4 years since I've worked with the old OS, so I can't help much.
But, I do know that you must have a BIS data plan for email and BBID to be set up on your phone. I don't know where you're located, but some carriers have dropped their BIS plans, or will be soon in some cases. Regular data plans won't work. You must be provisioned for BIS for the old legacy phones to work.

Just FYI, even without BIS you can still use the 9900/9930 as a semi dumb phone. With a sim card and regular Internet data plan, you can still use it for phone calls, text, browsing Internet, access any online and offline app, whatsapp (text and call), and reinstall bought apps on BlackBerry World.
Having said that, without BIS, you cannot have emails, buy apps on BBW, and use BBM. That's it.
