There is a whole thread on the failings of this calendar.

Is there a link you can give me to complain directly to Blackberry developers?? Maybe if enough people complain, they will fix it!! Than you, btw!
Honestly, I never even noticed this. When I put in a calendar entry, it shows up and I can choose time. Once in I see it on the calendar. The fact that it doesn't have a 'half hour' mark doesn't even matter. Once the entry is there, why would it? I actually like the way this calendar works. Have not had any issues.

The half hour line may not be there but you can certainly drag the bar up/down to move in half hour increments as soon as you tap:

My bar doesn't move up and down, the entire calendar page does. Am I doing something wrong? Do u have 10.3.1?
Well its only 24hours in a day so they say, so you could be kind and stop scheduling half events, if it's not even gonna be a full hour does it even need a spot on the calendar...it's not a real event unless it's 1+ hour. RIM's calendar is eons better than Apple so no comparison

As I see it, when in the Agenda view, you can see the half hour slots.
Is that of any good to you?

How does it make scheduling 'difficult' exactly? If you want a half hour time slot, just put it in when you schedule the event. It then shows up on you calendar on the half hour (or whenever time allotment you schedule it). The Apple iOS calendar doesn't have 'half hour' marks either. Not sure what the crisis is on this non-issue that it needs '!' after each sentence...

I don't really get the problem, you can set the time within the appointment creation and inside dayview the bars are displayed pretty accurate, attached there is just an example of a test event with a 30 minute duration.

Yes, I have 10.3.1. First you have to click somewhere on the calendar to get the blue bar showing and then you can move the bar by dragging it.
