Since all new Blackberry OS 10 running devices won't need Blackberry Internet Service to work, I'm wondering if they are going to disable the need of BIS for older models ( OS 7.1 for example) and enable their full functionality on simple data plan?

Not anytime soon...
The only real way for them to do that would be to rewrite the entire OS to remove any dependence on BIS. Too much work if you ask me. So BB will just let those devices live and die without putting too much effort into updates for them. Just my opinion.

It's a shame, because I loved my 9900 - the build quality, design and the qwerty of course! I had the red light problem and I thought of buying a new one, but now I would wait for Q10. The Blackberry data plans are pretty much crippled and expensive where I live.
BIS will disappear through attrition. As the legacy devices get older and updates stop, carriers will eventually no longer carry them at all, making it difficult to obtain them from a consumer perspective.

OS5, OS6 & OS7 all are dead.
OS7.x is still not matured..
I worry if RIM has discontinued old devices and shutdown BIS and followed path of others and left their old customers to wireless carriers mercy.
All good things never last for long. :-(

Remember lot of companies use BBy system and most have old mobiles (lot of B9700). It's a too important customer target for RIM to stop BIS service.
I think they will still offer BIS for legacy devices because BB7 is going to be BlackBerry cheap/entry level device for people who can't afford the new BB10 phones.. They will still push these devices for prepaid and new develop markets.

i moved my plan to the $70 monthly 4g plan in anticipation of getting a q10. the plan has bis included for the $70 and i was suprised that i didn't need to pay an extra $10.
As I'm thinking today, maybe the blackberry will keep theirs for who wants it, but in smaller server. Because they want to focus in BB10.
