some apps require this to connect through your carrier rather than RIM

You would put the APN details of your carrier/network's internet gateway here.

For example on o2 on the BB I have wap acess and BIS access to the internet but to use o2 mobile broadband (for which they charge extra) I need to input the settings for this.

Not all networks charge extra and some applications require these settings to run.
