    From what I can work out the Telstra branded phone is different from the Optus and Vodafone branded phones with regards to frequencies. If I buy an unlocked 9900 thats branded Optus it won't work on Telstra NextG rural network?

    That has more to do with Telstra's network than the phone itself. I was talking in store with a Telstra staff member the other day and they said that the network is wired to reject phones which don't have the special telstra coding. So even unlocking a phone from an Optus or Vodafone network will only get you halfway there. You then have to get the phone locked to the telstra network.
