I'm on TELUS mobility, but I don't think carriers affect the size of MMS messages that can or could be sent over the network.

I'm curious and confused at the same time as I cannot record anything longer than 17 seconds in MMS Mode. Is this a limit, or is this a bug?

PS. I searched this, got nothing relevant in return.

300 kilobytes is the standard maximum size that carriers limit MMS to. Less to do with time than file size. Call Telus, that's a question they should be able to answer for you.

Mine stops at 277kb. Kind of short, as 23 seconds used to be the max.

Well consider that that's just the attachment size. Generally, it will stop just before the limit is reached to allow for overhead. The entirety of the message, attachments included must be 300 kB or less.
